Training seminars on selected issues concerning the River Basin Management Plan according to the Water Framework Directive (WFD)

Introduction

The “WFD”, in short Water Framework Directive (WFD), was adopted on the 23. October 2000. Its official name is "Directive 2000/60/EC of the European Parliament and of the Council establishing a framework for the Community action in the field of water policy". This rather complex Directive reflects a big challenge for the public administration in the field of water management of the member states of the EC but also for potential further accession countries. The process of the implementation of the WFD could be understood as an iterative process which is embedded in a firm timetable by the WFD.

As in the Twinning Project it is envisaged to sketch up draft of a River Basin Management Plan (RBMP) according WFD requirements for the Kolubara river basin (see activities 1.2.2-1.2.4). By doing so it is envisaged to coach and assist the Serbian colleagues with advice and experiences from German institutions and experts. The drafting of the plan is thought as working exercise and training on the job in the course of this project.

A selected set of fourteen RBMP related seminars was held during the Twinning project in order to enhance the knowledge of the specific participants and to introduce the necessary working steps for drafting the RBMP for the Kolubara river basin and further work in practice.

The training seminars (held under project activity 1.2.1) aimed at introducing the audience into the conceptual approaches of the WFD and its implementation in practice. The seminar should entitle the participants to understand the schematic procedure and its framework in relation related to integrated river basin management.

Here you can download the entire training manual which contains the presentations of the given seminar and further material to which reference was made. The reference materially was carefully compiled in order to facilitate further important information on the specific topic. In order to facilitate a better understanding and in order to involve more staff in the upcoming work, all presentations were translated into Serbian.

The fourteen training seminars are grouped in four main sections referring to:

  • Characteristics of the river basin district, review of the environmental impact of human activity and economic analysis of water use
  • Monitoring programmes of surface water and groundwater
  • Programme of measures
  • Reporting and the application of GIS
