Serbian Project Leader
The Republic of Serbia designates Mr. Aleksandar Prodanović, who is Director of WD, as the responsible project leader. Together with the Member State project leader, he will be jointly responsible for the overall coordination of project with regard to administrative and technical means.
Mr. Prodanović
- will be responsible to sign all official documents;
- will attend the regular meetings of the Steering Committee and the planning meetings;
- will backstop the project on a regular basis;
- will work in close co-operation with the RTA, RTA counterpart and the German project leader;
- will be responsible for mobilizing Serbian staff;
- will also co-ordinate and co-chair the Project Steering Committee (PSC), which will meet every quarter at the WD.

Serbian RTA counterpart 1
Serbia designates Ms. Marija Kostić, who is advisor at the Department for Strategic Planning and Management, as the Serbian counterpart to the RTA 1. Ms. Kostić will be responsible for the management and technical coordination of the twinning project with regard to administrative and structural changes and work on a daily basis with the RTA.

Serbian RTA counterpart 2
Serbia designates Mrs. Dragana Milovanović, who is Head of Department for Strategic Planning and Management, as the Serbian counterpart to the RTA 2. Ms. Kostić will be responsible for the management and technical coordination of the twinning project with regard to the upgrading of the water monitoring system in Serbia on a daily basis with the RTA.

German Project Leader
The German Project Leader is Mr. Heinz-Jochen Poremski. Mr. Poremski is currently Senior Officer and Project Leader at the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. Mr. Poremski - representative of the German government - will be the official responsible contact person for the Serbian side and the European Agency for Reconstruction. The project leader is entitled to sign formal amendments on behalf of their administrative organisations.

According to the tasks of PL described in the Twinning Manual Mr. Poremski
- Will be responsible for the overall management and coordination of the project;
- Will be responsible to sign all official documents on behalf of BMU including addenda;
- Will dedicate 3 days per month and one on-site visit per quarter in Serbia to coordinate the project;
- Will be responsible for quarterly and final reporting to the EC,
- Will attend the regular meetings of the Steering Committee and the planning meetings;
- Will backstop the project on a regular basis;
- Will work in close co-operation with the RTA, RTA counterpart and the Serbian project leader;
- Will also co-ordinate and co-chair the Project Steering Committee (PSC);
- Will be responsible for mobilizing German STE.

Part of the project management, especially the financial management, will be carried out by the team of the Twinning Office of the Deutsche Gesellschaft fur Technische Zusammenarbeit GmbH (GTZ - German Technical Assistance Agency). GTZ has a longstanding experience in organising technical assistance for the German Government as well as managing Twinning projects in several accession countries for several German ministries. The tasks include i.e.:
- Assuring the compatibility with EU requirements;
- Reporting to the contractor and
- Support of study visits
The tasks of the financial management comprise among others
- Liquidations related to missions;
- Interim quarterly and final accounting and
- Budget monitoring.

The contact person in charge will be Ms. Anita Richter.

Resident Twinning Advisor 1
Mr. Claus Heuberger will be responsible for the implementation of Component 1 of twinning project.

As senior expert he will provide advisory services in all project fields mentioned in the Contract and be responsible for carrying out the project services in Serbia. According to the Twinning Manual the RTA is above all responsible for the following tasks:
- Ensuring, together with the German project leader, that each input is fulfilled.
- Providing ad-hoc advisory services on all technical and administrative and organisational issues relevant for the project success. Preparing the meetings of the Project Steering Committee (PSC).
- Providing input to intermediate reports and the final report. The overall responsibility for reporting to the European Commission is assumed by the project leaders, Mr. Aleksandar Prodanović and Mr Poremski.

He is authorised to sign Side Letters on behalf of the Member State administration.

Resident Twinning Advisor 2
Mr. Christian Ebel will be responsible for the implementation of Component 2 and additionally for Sub-Component 1.2.

As senior expert he will provide advisory services in all project fields mentioned in the Contract and be responsible for carrying out the project services in Serbia. According to the Twinning Manual the RTA is above all responsible for the following tasks:
- Ensuring, together with the German project leader, that each input is fulfilled.
- Providing ad-hoc advisory services on all technical and administrative and organisational issues relevant for the project success. Preparing the meetings of the Project Steering Committee (PSC).
- Providing input to intermediate reports and the final report. The overall responsibility for reporting to the European Commission is assumed by the project leaders, Mr Aleksandar Prodanović and Mr. Poremski.

He is authorised to sign Side Letters on behalf of the Member State administration.

Assistant of Resident Twinning Advisor 1
Ms. Ivana Ivković is awarded the contract according to the rules for service contracts as laid down in the Twinning Manual. She has confirmed not to have had any contractual relation with the beneficiary administration in the past 6 months. Her tasks include:
- General support to the RTA in terms of office management, record keeping, correspondence, drafting of minutes of meetings;
- Support with research activities (internet, library services etc);
- Assistance in the implementation of training programmes;
- Translating written project materials in Serbian and English;
- Assisting the RTA in identifying, contracting and monitoring commercial translation and interpretation services;
- Supporting the RTA and short-term experts from the MS and other foreign specialists involved in the project, especially in organisational and administrative matters, in questions related to language problems and other issues of being and working in a foreign country.
- The project deals with a wide range of very specific topics in different fields of water management. The project work therefore implies a high level of specialisation and makes it necessary to exchange experience on very technical details. This specialised language with its technical terms in Serbian, German and English cannot easily be covered by common interpretation and translation services.

Assistant of Resident Twinning Advisor 2
Ms.Jovana Nastasijević is awarded the contract according to the rules for service contracts as laid down in the Twinning Manual. She has confirmed not to have had any contractual relation with the beneficiary administration in the past 6 months. Her tasks include:
- General support to the RTA in terms of office management, record keeping, correspondence, drafting of minutes of meetings;
