Capacity Building of the Directorate for Water
Introduction
Twinning is an instrument of the European Union created to assure the implementation of the Acquis Communautaire – the common set of laws and regulations of the EU – in the candidates and partners countries. As the principal tool of pre-accession assistance for institution building, it was launched in May 1998. Twinning aims to help the beneficiary countries in their development of modern and efficient administrations, with the structures, human resources and management skills needed to implement the acquis communautaire to the same standards as Member States. Twinning is a close partnership between administrations of EU Member States and EU Candidate and Partner Countries. This initiative of the European Commission aims at supporting the Candidate and Partner Countries in the harmonization with the EU legal framework and the preparation of administrative institutions for a closer cooperation with the EU.

The EU funded Twinning Project „Capacity Building of the Directorate for Water" is a joint project of the Ministry for the Environment, Nature Protection and Nuclear Safety of the Federal Republic of Germany and the Directorate for Water of the Ministry of Agriculture, Forestry and Water Management in Serbia. The project is managed by the European Agency for Reconstruction. The budget at disposal for this project is 2,199,990.64 EUR.

This twinning project aims to assist the Serbian water administration in the implementation of the guiding principles of the EU’s Water Framework Directive. The activities during the 24 months of project duration (May 2006 – May 2008) are structured in two components:

Upgrading the Water Monitoring System
The first component is based on an assessment of the given organisational structures and capacities. In order to prepare the Serbian institutions involved in water management for the implementation of the EU water legislation the project activities address the following areas:

  • Planning legal harmonization with EU’s Water Framework Directive
  • Training of officials in River Basin Management Planning (using the example of the Kolubara River)
  • Improving human resource development
  • Raising public awareness on water issues in Serbia
The second component of the project is oriented towards the optimisation of the existing observation network and the corresponding monitoring stations and facilities for groundwater and surface water. The project focusses on:

  • Improving the technical components of the water monitoring system and laboratory equipment
  • Training of personnel in procedures for water monitoring and the analysis of water samples
  • Improving water data management between the involved institutions in Serbia
